Central Coast Community Energy (3CE) through this 2025 Request for Proposals intends to make progress towards meeting its respective goals related to Renewable Portfolio Standard (RPS), greenhouse gas emission reductions and reliability requirements by contracting with new or existing renewable energy, storage, and capacity projects. 3CE is a Community Choice Aggregator (CCA) formed under the authority of a joint powers’ agency and subject to legislative and regulatory requirements imposed on load serving entities within the state of California. 3CE serves its members within the geographic boundaries of Monterey, Santa Cruz, San Benito, San Luis Obispo, and Santa Barbara Counties.
For most product categories, conforming offers will have a delivery term between 10 and 20 years, except for RA Only contracts requiring a term between 5 and 10 years, and Bridge MTR Import contracts requiring a term between 1 and 3 years. PPA start dates must be no later than December 31, 2032, except for Bridge MTR Import contracts which must be no later than June 1, 2027.

Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to underserved communities, and project location.
An online bidder conference was held on May 2, 2024 at 11:00 am Pacific Time to review the RFP objectives, process, eligibility requirements, and answer questions.
